【摘要】:ThispracticeaddressesboundarydatapertainingtoareasthathavebeenpetitionedtobedesignatedasunsuitableforminingrelativetoTitleVSection522oftheSMCRAaswellasthoselandsthathavebeenfoundbytheRAx2019;sprocesstobedesignatedunsuitableforallorcertaintypesofmining.TheseareasmaybepetitionedtobeunsuitableforCMOsbecauseofanumberofreasonsincludingbutnotlimitedtobeingfragile,historic,cultural,andscientific,havingestheticvalues,andhavingnaturalsystemssuchasaquifersthataCMOcouldresultinsignificantdamage.ThispracticeissignificantasitprovidesforuniformityofgeospatialdatapertainingtothegeographiclocationanddescriptionofbothlandpetitionedandthoseareasultimatelyruleduponanddesignatedwithrestrictionstoCMOs.ThelandsunsuitableforminingpetitiongeospatialdatashallbeobtainedfromRAsforCMOs.ThecoalminingcommunityencompassesallentitiesdirectlyandindirectlyaffectedbyCMOsincludingindustry,andotherinterestedparties,thepublicandthegovernmentatalllevelswithintheUnitedStates.Withinitsareaofexclusivejurisdiction,eachRAistheADSforcoalminingspatialdatathatitcreatesandusestoregulateminingactivity.ThisgeospatialdatastandardwillhelpensureuniformityofdatacontributedbyeachRAandassistorganizationsineffortstocreate,utilize,andsharegeospatialdatarelativetoSMCRA,anditwillleadtobettercommunicationbetweenstate,tribal,andfederalregulatoryoffices,thepublic,andindustry.Useofthisstandardovertimewillallowidentificationofchangesintheboundariesofpetitionanddesignatedareas.ThisstandardconformstothedefinitionofaDataContentStandardaspromulgatedbytheU.S.FederalGeographicDataCommittee(FGDC).TerminologyanddefinitionsforidentifyinggeographicalfeaturesanddescribingthedatamodelhavebeenadoptedfromtheFGDCSpatialDataTransferStandard(SeeANSIINCITS320-1998(R2003)andProject1574-D).1.1Thispracticedescribesminimumgeospatialdatarequiredtolocateanddescribelandsunsuitableforminingpetitions(LUMP)anddesignatedareasasaresultofthepetition.1.1.1ThispracticeaddressespetitionareasandanyresultingdesignatedareasgeospatialboundarydataasdetailedintheSurfaceMiningControlandReclamationActof1977(SMCRA).Thisgeospatialdatashallbeobtainedfromeachstate,tribal,orfederalcoalminingRegulatoryAuthority(RA),orcombinationsthereof,authorizedunderSMCRAtoregulatecoalminingoperations(CMOs).EachRAshallbetheauthoritativedatasource(ADS)forthiscoalmininggeospatialdata.1.1.2Asusedinthispractice,aLUMPareawaspetitionedtobedesignatedasunsuitableforCMOs.TheRAisresponsibleforkeepingarecordoftheseareasassetforthinTitleVSection522oftheSMCRAandwithintheOSMregulations(30CFRPart761).1.1.3ThispracticeisoneofseveralthathavebeenapprovedorareindevelopmentrelatedtoSMCRAapprovedcoalminingoperations.Alsounderdevelopmentisaterminologystandard.Initialdevelopmentofthesestandardsisbeingdoneonanindividualbasis;however,theymaybeconsolidatedtoreducerepetitionofinformationbetweenthem.1.2Thispracticeappliestopre-SMCRAandpost-SMCRApetitionareasconsideredbytheRA.1.3Thispracticeoffersasetofinstructionsforperformingoneormorespecificoperations.Thisdocumentcannotreplaceeducationorexperienceandshouldbeusedinconjunctionwithprofessionaljudgment.Notallaspectsofthispracticemaybeapplicableinallcircumstances.ThisASTMstandardisnotintendedtorepresentorreplacethestandardofcarebywhichtheadequacyof......
